Timeline views incorrectly displaying the alert state

Timeline views are incorrectly displaying the alert state for alerts that were triggered or cleared between Jan 14 at 22:00 UTC and Jan 17 at 22:00 UTC.

* Alerts that got triggered and cleared during the impacted time window are not displayed on timeline views
* Alerts that were in the triggered state before the issue started and were cleared during the impacted time window are incorrectly showing as still active on timeline views

This issue did not affect alert triggering/clearing and notifications dispatching. The alert list page still correctly shows active and historical alerts.
